California Hotel & Lodging Association Political Action Committee (CHALPAC)

In order to help important candidates get into office, or to support them against opposition, CHLA maintains a Candidate PAC we call CHALPAC.

All funds contributed to CHALPAC are ultimately used to support or oppose candidates at the state and local levels and are primarily used to intervene in close elections at the primary and general election stages to help move the needle and ensure the best candidates get the position.

Contribution determinations are as much art as science – we aim to get it right the first time around and use a rigorous process which can generally be outlined as follows. First, we evaluate, among other things, the candidates’, their competitors’, and their supporters’ positions on issues affecting the hospitality industry. Once we understand the candidates, we look at the race itself to determine, based on the number of candidates and available polling, the likelihood of a candidate’s success and how much CHLA can help move the needle. Finally, we review the election map to make sure that any planned contribution will have the greatest impact and will not detract from our ability to engage in other important races.

CHALPAC works, and we have the results to prove it. In just the past two years, CHALPAC has identified numerous races in which our contributions helped good state and local candidates to rise above their opponents in the primary election, secure a clear path to office in November, and win big during the general election. Further, our funds have been used to help elected officials defeat prejudiced recall attempts at the local level – protecting logic-driven policymakers from personal reprisal attacks. Contributions are not tax deductible as charitable donations or business expenses.  A donor may not contribute more than $9,100 per calendar year to this committee.  Foreign nationals may not contribute at all.  This contribution is made from my own funds on a personal or entity account for which I have legal obligation to pay or authorization to control, and not the funds of another.  If an individual directs and controls one or more businesses, the individual and the business(es) are affiliated and contributions are aggregated or if multiple businesses are directed and controlled by a majority of the same persons, the businesses are affiliated and contributions are aggregated.  I will notify the committee if I’ve “directed and controlled” contributions to the committee from more than one source that must be aggregated.  If my contribution(s) to this committee and to other California state or local committees total(s) $10,000 or more in a calendar year, California law requires me to file disclosure reports as a Major Donor Committee.
